23-minute compilation on directed energy, brain entrainment, and neuroweapons.

On July 30, 2026, the X account @TheSCIF (335,000 followers) posted a 23-minute compilation with the claim that "The CIA & DARPA are not just aware of 'Havana Syndrome,' they're heavily involved. This is mind control on a whole new level using DEWs." The post reached roughly 12,500 views in its first hours.
This page exists because the video is unusually citation-dense for the genre. Most of the "mind control" material that circulates on X asserts capability without paperwork. This one names patents, a specific Air Force volume and page number, a named DARPA program, and a named Soviet device — all of which can be checked. That makes it worth separating carefully into two piles: what is in the documentary record, and what the speakers are asserting on top of it. Neither pile is evidence about Charlie Kirk or Tyler Robinson. The reason the section exists at all is narrower and is stated at the bottom of this page.
What the post itself claims
The post text, near-verbatim. These are @TheSCIF's assertions, not findings of this site:
Havana Syndrome is not just a "syndrome," it is very real, which targets an individual or group using Directed Energy Weapons, with many intelligence agencies, both foreign and domestic, are well aware of, and are using this tech against civilians, high-ranking military, and government personnel.
Big Tech and many other like corporations, even employers, are getting in on the tech, as the WEF demonstrated years ago, which can monitor their employees thoughts in real time. Colorado was the first state to quietly pass legislation attempting to protect American citizen's privacy, which includes your literal thoughts. This isn't science fiction, this is already here.
This is remote wireless warfare able to monitor, induce, harass, eliminate, or torture someone using psychotronic weaponry, or electromagnetic, radio waves, frequencies, sounds, or light, etc., which has been around since the late 1950s early 1960s.
Imagine being able to induce an emotion while someone is reading something or watching a video, now add the political sphere into the equation. Someone feels as if it's their real emotion, but in reality, they are being manipulated. This is just ONE small example.
This is the modern day mind control weaponry plus, on a whole new level, able to control, induce, or alter, emotions, behaviors, thoughts, sounds, etc. This tech leaves no entry or exit wound, and is already in the range and able to understand your inner dialogue, or transmit thoughts, especially with the advancements of A.I. and technology itself.
One item in that block is checkable and checks out: Colorado did legislate on neural data. HB24-1058, signed in April 2024, amended the Colorado Privacy Act to bring "biological data," including neural data, under sensitive-data protection — the first US state to do so. The claim about employer thought-monitoring is a compressed reference to workplace neurotechnology demonstrations, not to a documented deployment.
The "no entry or exit wound" exchange
The video's first and most important segment is an interview with a researcher addressed as "Nick," who identifies himself as the author of a book on the HAARP project — Angels Don't Play This HAARP (1995), by Nick Begich. The exchange that matters to this investigation is this one:
Interviewer: If your assessments here are correct, these are very covert weapons, aren't they? They don't leave behind bomb fragments, bullet holes, et cetera... very easy to deny that they were even there, that they were used. Is that correct?
Begich: That's correct. There's no entry or exit wound. How they're designed is to make the target feel like they're crazy, like they're imagining things — especially on the low duration, the low intensity, long duration hits.
And later, asked how a person would ever know:
Interviewer: How does one even know if these technologies are being used, or if they're being subject to these technologies?
Begich: You don't. That's the problem. There's no regulation. There's no way to really tell as an individual. You would just assume it was you.
Interviewer: Are there some signatures in how you would behave or feel?
Begich: You'd feel obviously out of character... you might feel confused. Some people would probably think they were losing mental faculties — that it was themselves. Nobody, very few would ever suggest that it's something else.
To his credit, the same speaker immediately supplies the counterweight: "we hear from people all the time that assert that military is doing this to them. And most of those folks are having other problems." That is a significant concession from a source arguing the capability exists, and it should be quoted alongside the claim rather than dropped.
The documentary record the video cites
These items are real and independently checkable. Their existence establishes what has been researched, patented, and written down — not what has been fielded against anyone.
US Patent 3,951,134 — "Apparatus and method for remotely monitoring and altering brain waves." Filed 1974, granted 1976, inventor of record Robert G. Malech (the video says "Malik"). The narrator reads the summary accurately: "high frequency transmitters are operated to radiate electromagnetic energy of different frequencies, through antennas, which are capable of scanning the entire brain of the test subject... In addition to passively monitoring his brain waves, the subject's neurological processes may be affected by transmitting to his brain through a transmitter, compensating signals." A granted patent proves a claim was filed and examined. It does not prove the device worked, was built, or was used.
US Patent 6,011,991 (2000) — "Communication system and method including brain wave analysis and/or use of brain activity," inventor of record Mardirossian (the video says "Martyrosium").
New World Vistas: Air and Space Power for the 21st Century (USAF Scientific Advisory Board, 1994), ancillary volume, the "biological process control" section. This is the strongest document in the video and the narrator quotes it correctly:
...development of electromagnetic energy sources, the output of which can be pulsed, shaped, and focused, that can couple with the human body in a fashion that will allow one to prevent voluntary muscular movements, control emotions and thus actions, produce sleep, transmit suggestions, interfere with both short-term and long-term memory, produce an experience set, and delete an experience set.
That passage is genuine. What it is, precisely, is an Air Force advisory board describing a research direction it considered achievable in 1994. It is not an inventory, a program of record, or a deployment report. That distinction is doing a great deal of work, and the video does not draw it.
José Delgado — electrophysiology doctorate, University of Madrid 1950; Yale from the mid-1960s; the stopped-bull demonstration; and the 1969 book Physical Control of the Mind: Toward a Psychocivilized Society (the video garbles the title). Begich's claim that by the mid-1980s Delgado had moved from implanted electrodes to external low-intensity RF fields at roughly 1/50th of Earth's natural field strength reflects Delgado's later published work on weak electromagnetic fields.
The LIDA machine — a Soviet device studied in the US by Ross Adey, described in the video as having been used to put prisoners into trance-like states with flickering light and pulsed fields.
Gordon J.F. MacDonald — UCLA geophysicist and science advisor to Lyndon Johnson; his chapter "How to Wreck the Environment" in Unless Peace Comes (1968), including the passage on stroking the ionosphere to affect behavior over hemispheric distances. Begich notes Brzezinski cited MacDonald's work in the early 1970s; that citation appears in Between Two Ages (1970).
The Radiofrequency Radiation Dosimetry Handbook — University of Utah work for the USAF School of Aerospace Medicine, editions running into the mid-1980s. It is a real dosimetry reference. Begich's characterization of it as a targeting manual "so that you can... stop their heart and kill them" is his reading of it, not its stated purpose.
The Active Denial System — the 95 GHz millimeter-wave crowd-control Humvee, real and demonstrated to the press. Begich's point about it is the interesting one and is a physics argument rather than a conspiracy claim: a system ranged for one distance produces a very different dose at another, and "by changing the waveform, pulse rate, frequency, or any number of parameters, you can have a much, much different effect... driven by software and the push of a button. DARPA's N3 program — Next-Generation Nonsurgical Neurotechnology, an announced DARPA effort toward nonsurgical read/write neural interfaces. In the video a neuroscience speaker describes it as aiming to "create vast arrays of implantable electrodes that need not be put into the brain surgically, that are then able to read from the brain and write into the brain remotely in real time." N3 is real and publicly announced. What laboratory bandwidth it actually achieved is covered on Brain-to-Brain Communications.
The congressional segment
A second segment features a member of Congress who identifies himself as a former Navy SEAL, describing a Homeland Security hearing followed by a classified briefing:
I had a hearing this week in Homeland Security... it was about different foreign adversaries using directed energy weapons against U.S. citizens, that completely incapacitate citizens of the United States. You guys might have heard of it called Havana Syndrome. And then we went down to the SCIF, and we got a classified briefing from some of the people on the panel... I'm a former Navy SEAL, so I've traveled around the world and hunted bad guys for a long time, but I can tell you this — when I went down to that SCIF, it was one of the most terrifying briefs that I've ever been a part of.
The speaker is not named in the clip and this site has not confirmed his identity, so no name is asserted here. The substance of what he says is consistent with the public record on Havana Syndrome: congressional attention is real, classified briefings are real, and a member's characterization of a briefing he cannot describe is, by construction, unverifiable.
What is asserted, not established
Separating honestly:
- Not established: that any of this has been used against a named civilian, in the United States, by any named agency. The video asserts it; nothing it cites documents it.
- Not established: the figure attributed to Energy Secretary Hazel O'Leary that "over a half a million Americans in a 40 year period had been victims of human experimentation... without their consent." O'Leary's 1993–94 disclosures were real and led to the Advisory Committee on Human Radiation Experiments, which documented roughly 4,000 experiments. The half-million figure is the speaker's, not the Committee's.
- Weak as offered: the on-camera demonstration. The interviewer blocks his ears, holds transducers, touches an assistant's hand, and reports hearing music. That is contact conduction through tissue — a real effect, and a genuinely striking one to experience — but it is not a demonstration of a beam, and the video's jump from it to "a wireless version of this" is exactly the inferential leap the viewer should notice.
- Unsupported bridge: the closing thesis that depression and anxiety are being "beamed into a large population." No cited document supports population-scale deployment.
Why this sits in the Kirk investigation
Nothing above connects a directed energy weapon or a neuroweapon to Utah Valley University on September 10, 2025. The state's case rests on a rifle, and Robinson is charged, not convicted. This page is not offered as an alternative shooting mechanism.
It sits here for one reason, and it is a structural reason rather than an evidentiary one. The single most quoted line in the whole video — "There's no entry or exit wound. How they're designed is to make the target feel like they're crazy" — is a description of a cover property. Whether or not such a system was ever pointed at anyone in this case, defense and intelligence establishments have spent sixty years documenting, patenting, and funding the problem of influencing a human brain at a distance in a way that leaves the subject looking mentally ill and leaves investigators nothing to photograph. That is precisely the shape of the objection people raise against the lone-actor account: a steered actor and a self-directed actor would look identical from outside, and the public default for inexplicable political violence is psychiatric. The honest conclusion is a question, not a verdict: the sealed record in this case should be able to rule this out, and until it is opened, it cannot be ruled out by assertion from either direction. That is a weaker claim than @TheSCIF is making, and a stronger one than the official posture allows.
