Covert Communications

Before reaching for exotic explanations, the ordinary ones deserve a page of their own. Covert communications — the established tradecraft for passing instructions without leaving an obvious trail — is the mechanism that has actually been used, historically and repeatedly, in operations where one party directs another. It requires no implants, no beamed audio, and no unacknowledged physics. It requires only patience and discipline — and it already produces the same public appearance as consciousness control: a shooter who looks self-motivated.

The term also appears in the whistleblower testimony discussed on the Havana Syndrome page, where a former British intelligence asset alleges he was subjected to experiments involving "implantable nanotechnology, covert communications, and technologies that allegedly left him permanently changed." That usage is a claim about hardware inside a body. This page uses the term first in its conventional sense: methods of message-passing designed to be unattributable. Both senses matter to the Kirk case debate.

The conventional toolkit

Dead drops. A physical location where one party leaves material for another, so the two never meet. Documented in prosecutions of Aldrich Ames and Robert Hanssen, among many others.

One-way voice links. Numbers stations — shortwave broadcasts of recited digit groups readable only by a holder of the matching one-time pad. Because reception is passive, the recipient emits no signal and cannot be located by transmission. Functionally, this is the tradecraft ancestor of “one-way command into a person who never transmits back.”

Steganography. Concealing a message inside an innocuous carrier — an image file, an audio track, a document's whitespace. The carrier looks and functions normally; nothing about it invites inspection.

Burner devices and cut-outs. Single-use phones, prepaid accounts, and intermediaries who each know only one link in the chain. This is the most common real-world method and by far the hardest to reconstruct after the fact.

Ordinary encrypted platforms. Signal, WhatsApp, Telegram, and — relevant to this case — Discord. In practice these carry the overwhelming majority of concealed communication today. They are not covert in the tradecraft sense; they are simply private, and private is usually enough.

Exotic “covert communications” claims

Whistleblower and X discourse often use “covert communications” to mean something else entirely:

  • Implantable or dental/body-embedded links (as alleged in the Redacted / Hassel segment).
  • V2K / Voice of God channels that deliver speech without a phone (Frey Effect / V2K).
  • Alleged brain-to-brain systems (Brain-to-Brain Communications).

Those claims should be evaluated on their own evidence pages. Methodologically, though, they answer the same operational requirement as a dead drop: get a message to an asset without a discoverable meeting. The exotic versions add a second requirement: make the asset unable to prove the channel, so any report of voices or control is dismissed as psychosis. That dual requirement is why consciousness-control hardware and classic tradecraft sit in the same section.

What would actually be needed to establish it here

The public record in the Charlie Kirk case contains a Discord message exchange attributed to the accused, which prosecutors have cited and which is examined separately on the Discord Confession Timing page. It does not contain public evidence of a covert handler channel between the accused and any intelligence service, foreign or domestic.

Establishing that one existed would require at least one of the following, and none has surfaced publicly:

  • Device forensics showing an application, account, or protocol inconsistent with the accused's ordinary use.
  • Financial records indicating payment through an untraceable channel.
  • Physical evidence of a drop site or of materials passed.
  • Testimony from a participant in the chain.
  • Signals intelligence or medical forensics for exotic channels — which, if it exists, would sit with agencies that have not disclosed it.

The absence of these is not proof that no such channel existed. It is, however, the reason this page makes no claim that one did. What can fairly be said is that the FBI's handling of evidence requests and the sealed material in this case mean the public cannot currently rule the question either way — which is itself an argument for the disclosure laws proposed in the Fix section.

Why this page sits in a consciousness-control section

Deliberately. When an online argument moves from "he may have been directed" to "he may have been controlled by a device," it usually skips this page entirely. Covert communications is the far likelier mechanism for any real direction, it is fully documented, and it has an evidentiary signature that investigators know how to look for. An investigation that reaches for neurotechnology before exhausting tradecraft has made a methodological error, not a discovery.

But the reverse error is also common: treating exotic channels as impossible because conventional apps exist. Intelligence services do not choose tools for elegance; they choose them for deniability. On X, high-reach posts about MKUltra-style “programmed” shooters and electronic harassment explicitly argue that the end product is a perpetrator who cannot name a handler and is therefore labeled insane (examples in public discourse include mass-shooter mind-control threads and related Manchurian-candidate documentaries shared on the platform). Whether any specific living defendant fits that pattern is a matter of evidence. Whether the pattern is something services have studied for decades is not really in dispute after MKUltra.

For this investigation, hold both truths:

  1. Start with tradecraft. Phones, Discord, money, travel, cut-outs.
  2. Do not stop there if forensics are sealed. The consciousness stack — Voice of God / V2K, Havana-class pulsed RF, alleged B2B — is discussed in public because it solves the same problem with a better cover: the asset looks medically “crazy,” not operationally directed.
