Havana Syndrome

"Havana Syndrome" is the informal name for a cluster of unexplained injuries — officially Anomalous Health Incidents (AHIs) — reported beginning in late 2016 by U.S. diplomats and intelligence personnel stationed in Havana, Cuba, and later reported from China, Russia, Austria, Colombia, and inside the United States. Reported symptoms include a sudden perceived sound or pressure sensation with a directional quality, followed by headache, vertigo, tinnitus, nausea, and in some cases lasting cognitive and vestibular impairment.

The relevance to this investigation is capability and cover, not a proven UVU weapon use. No evidence in the public record connects Havana Syndrome, or any directed-energy effect, to the September 10, 2025 shooting at Utah Valley University. This page exists because Havana Syndrome is the one fight where the U.S. government was forced to investigate whether people can be injured at a distance by an unacknowledged capability — and because the resulting record shows how agencies can acknowledge injury while still fighting full public admission of who holds the tool. On X, that fight is treated as half-over: the physics is out; the formal announcement is not.

What the U.S. government concluded — twice, differently

Two official findings sit in tension with each other, and both are on the record.

The 2020 National Academies report. A standing committee of the National Academies of Sciences, Engineering, and Medicine examined the clinical evidence and concluded that directed, pulsed radio-frequency energy was the most plausible mechanism for the distinctive symptoms in a subset of cases. The committee stopped short of naming a source or a device; it addressed mechanism only.

The 2023 Intelligence Community assessment. A review across seven intelligence agencies concluded it was "very unlikely" that a foreign adversary was responsible for the reported incidents, with most agencies attributing cases to pre-existing conditions, environmental factors, or conventional illness. Agencies varied in confidence, and the assessment was reported as not unanimous.

Affected personnel and some members of Congress have publicly disputed the 2023 conclusion. In 2021 Congress passed the HAVANA Act, authorizing financial compensation for personnel with qualifying brain injuries — a statute that acknowledges real injury without resolving cause. That is the honest state of the formal record: real injuries, a plausible physical mechanism identified by one body, and attribution rejected by another.

What has leaked into public discussion since

Pentagon device testing (January 2026). CBS News reported that the Pentagon had been testing a device that emits pulsed radio-frequency energy for more than a year, and that investigators believed it may be capable of reproducing effects described by Havana Syndrome victims (@JenniferJJacobs summarizing the CBS reporting). That is not a confession of foreign attacks. It is an admission that the effect class is reproducible enough to build hardware around — which is exactly what public discourse claimed for years while agencies emphasized “psychogenic” and “environmental” explanations.

Whistleblowers vs. the 2016 start-date narrative. Investigative journalist Catherine Herridge has publicized CIA, State Department, and related whistleblowers arguing that the official story of when directed energy attacks “began” is incomplete (example post). Whether every claim holds is for documentary proof; the pattern is familiar: personnel insist the capability is older and wider; institutions compress the timeline and narrow the victim class.

Same stack as “Voice of God” and V2K

Havana Syndrome discourse on X does not stay in a diplomatic box. Accounts that discuss AHIs almost always link them to microwave hearing, voice-to-skull (V2K), and the military nickname “Voice of God” — the idea that pulsed RF (or related directed energy) can put sound inside a head without external speakers. The underlying Frey effect is real physics; the operational weaponized speech version is where formal government language thins out and citizen documentation thickens. The cover logic is simple and is why this page sits in a section about consciousness control: internal voices and unexplained neurological injury are exactly what the public and many clinicians code as mental illness. If a capability produces those symptoms on demand, a political actor who is pushed, harassed, or spoken to can be discarded as “crazy” without anyone examining the channel. That is the conspiracy theory people are arguing on X. It is also a rational description of how an intelligence service would want such a tool to look from the outside — whether or not any specific living person was so used.

The July 2026 claims broadcast by Redacted

On July 29, 2026, the news program Redacted (hosted by Clayton Morris and Natali Morris) posted the clip above to X with the caption: "Havana Syndrome: More than just a mystery? Whistleblower claims link to ex-CIA head's death, secret nanotechnology, and mind control. The truth is stranger than fiction."

Every claim in that segment is an allegation by the speakers. None has been independently verified here. The clip is still important because it is how the “consciousness stack” enters mainstream alternative media in one package: injury (Havana) + implants + covert communications + brain-to-brain + DEW.

Claim: a former CIA director's death is linked to Havana Syndrome

In the clip, host Clayton Morris states that James Woolsey, Director of Central Intelligence from 1993 to 1995, has died, and reports that "his family claims Havana Syndrome was the heart of it, and he suffered complications from it, and that's why he passed away." Morris himself characterizes this as "an astonishing claim."

This is a family attribution relayed by a broadcast — it is not a coroner's finding, and this site has not located an official cause-of-death determination supporting it. It should be treated as an unverified claim until documentary evidence appears.

Claim: a former MI6 asset says he was experimented on

The segment introduces Rafe Hassel, described as "a former MI6 intelligence asset whistleblower, who says he was subjected to covert human experimentation during his work with British intelligence." According to the introduction, Hassel's claims involve "implantable nanotechnology, covert communications, and technologies that allegedly left him permanently changed," extending to "advanced nanotechnology, alleged brain to brain communication systems, all the way up to Havana Syndrome... Also directed energy weapons."

These are Hassel's own reported allegations about the British intelligence services. They are unproven, and no response from any UK agency is included in the clip. Researcher Jesse Beltran is introduced as having "spent years documenting these allegations and the growing body of evidence surrounding them."

Asked to respond to the Woolsey report, Hassel says: "Well, I take those claims extremely seriously, and I think they're likely true, and he wouldn't be the first very senior intelligence officer to have succumbed to illnesses that have been claimed to be associated with Havana Syndrome." That is an opinion offered by an interview subject, framed by him as belief rather than knowledge.

How to weigh this

Keep four layers separate — online discourse often blends them into one:

  1. Documented injury. Personnel were hurt. Congress legislated compensation. This is not in dispute.
  2. Plausible mechanism. A National Academies panel identified pulsed RF energy as the most plausible explanation for a subset of cases. This is a scientific judgment about physics, not a finding about who did it.
  3. Attribution and inventory. Who deployed such a device, whether peer adversaries and/or Western services hold parallel tools, and how wide the civilian target set is — still the contested zone. The 2023 IC assessment pushed hard against foreign attribution; 2026 reporting on U.S. device testing and whistleblower pushes cut the other way.
  4. Operational mind-control stack. Claims of implantable nanotechnology, brain-to-brain control, and full V2K command channels sit beyond layers 1–3. They are testimony and public theory until documents or forensic proof land. This site records them as such — and records why intelligence services would value them even while refusing formal announcement.
