Contractor Dan Merrell gave an on-camera account, amplified on X, that he was called to pave over the UVU courtyard area where Charlie Kirk was killed — and that on-site coordinators cited orders from the Utah governor and Kash Patel's FBI requiring the work be done by Monday. Physical alteration of a homicide scene within days of the killing is rare in high-profile cases. When the contractor's account names the FBI alongside the governor as the chain-of-authority, the question lands in the federal bucket: who tasked the work, under what case number, and what forensic sweep occurred first?

Merrell's Reported Statements

- Merrell (of Hardscape Utah) reportedly says he installed the pavers on September 14, 2025 — four days after the killing — after receiving "the call" under an emergency order.
- He reportedly says he was called by "men who work for the state of Utah."
- Merrell was told: "This is above our pay grade... the governor and the FBI said they want this by Monday."
- On-site coordinator: "We're not talking to anybody. We're not saying anything to the media."
- The urgency was reportedly framed as coming from both Governor Spencer Cox and the FBI under Kash Patel.
Merrell's first-person video account adds operational specifics investigators can test against employment records. He reportedly says he corresponded with two coordinators — "one of the guys was in charge of a state-owned facility in American Fork, and the other guy was the maintenance groundskeeper on a facility in Provo" — describing them as running "a ragtag crew." On proper procedure he notes that "to do pavers correctly you over-excavate, you get rid of the top" for a good base — the same soil-removal step that, under the exploding-microphone and shaped-charge theories, would strip explosive residue that is highly soil-absorbed. Commentators also stress that the work was done on a Sunday in Utah County, where "even gas stations are closed, gas pumps are turned off and vending machines have been known to be deactivated" — framing weekend paving as unusual enough to warrant explanation.
These are contractor statements relayed through social media, not sworn testimony.
Reported Israeli-IP Search Claim
Consistent with the pattern alleged for FBI and judicial names elsewhere in the record, commentators claim Daniel Merrell and "Hardscape Utah" drew unusual Google searches from Israeli IP addresses in early-to-late July 2025 — weeks before the September 10 killing and before Merrell was publicly tied to the UVU paving. The Second Contractor Question
The record separately names Hardscape Specialties LLC in connection with paving the UVU tent area, noting the company was reportedly dormant for ~20 years and revived in February 2025 — months before the incident — and that its owner, Michael Powell, is described as a Utah Attorney General special agent. If a state law-enforcement officer's revived company was involved in altering the scene, that would raise the same authorization and chain-of-custody questions in the state bucket rather than the federal one.
