Making a Shooter — Playbook (Theoretical)

Citizen investigators sometimes stack multiple control layers into one model of how intelligence services could manufacture an apparent lone shooter. This page synthesizes those layers for navigation — not as proof any layer was used on Tyler Robinson or at UVU. Read it against the threshold question the site keeps returning to — whether Charlie Kirk was killed by a rifle at all, or by an explosive at the microphone, in which case a manufactured shooter is the whole point of the exercise.

Layer 1 — Historical behavioral programs (documented)

• Project Artichoke — feasibility of involuntary assassination via drugs + hypnosis after a single social contact.
• MKUltra — broader CIA behavioral research record.
• Hypnosis — Kiriakou’s reported multi-hour motor control under hypnosis.

Status: Programs existed. Operational success on modern U.S. political targets is unproven.

Layer 2 — Directed-energy audio (science vs application)

• Frey Effect / V2K — lab-proven in-head sound; contested field-scale commands.

Hypothetical use: beam trigger phrase at a groomed subject in crowd noise. No UVU evidence on public record.

Layer 3 — Digital engineering (contemporary)

• MKUltra 2.0 — private groups, algorithms, meme triggers, sleeper-army rhetoric.

Hypothetical use: Tyler’s Discord arc as platform-scale groom whether or not Lance acted alone.

Layer 4 — Human handlers (attributed)

• Handler Network — recruitment environments (Peterson TPUSA allegation), fixers (Saltz threads), scene coordinators (unnamed cast lists).

Hypothetical use: coach surrender timing, confession script, transfer of custody (Discord timing).

Master-file single-source claim: recruited patsy told Governor + FBI ordered urgency — unverified primary.

Layer 5 — Physical frame (non-psychological)

Even perfect mind control fails if the wrong body is on video:

• Proof Not Tyler — ballistics, stairs clothing, acoustic split,
• Black clothing suspect — eyewitness mismatch threads,
• Drones + patsy pattern — kill via advanced means, blame local actor.

Patsy framework can be entirely physical — Tyler as label — with zero hypnosis.

NCTC / Butler parallel (third-hand)

Reported call summary: same sophisticated group as Butler 2024 — drone + patsy, collateral damage acceptable. Not independently verified as NCTC position.

Citizen Investigator Claims on X (Attributed)

Mind-control / programmed-patsy discourse on X sits at the highest speculation tier. Historical facts about CIA MKUltra and Project Artichoke are real research subjects; applying them to Tyler Robinson is unverified theory.

July 2026 radio/X syndication claimed Lance Twiggs video testimony that Robinson said "I wish I hadn't done it"—used by some to argue ordinary guilt, by others as scripted confession narrative. Discord message timing versus Miranda remains a separate factual dispute.

Playbook pages are theoretical tradecraft checklists—useful for asking questions, not for asserting a proven op order.

Hard rule: Do not read this page as a finding that any living handler, agency, or partner programmed Robinson. Courts have not so found.
