Theory: US Intelligence
The U.S. Intelligence theory holds that domestic agencies — the CIA, FBI, or elements within them — either carried out or enabled the assassination of Charlie Kirk because his movement represented a growing threat to the administrative state and the intelligence community's institutional power and budget.
The Motive Argument
Charlie Kirk and the America First movement were building political infrastructure specifically aimed at dismantling the bureaucratic power of federal agencies. TPUSA trained tens of thousands of young activists. Kirk's public platforms reached millions. His movement was producing the next generation of politicians, staffers, and voters who would support defunding, restructuring, or breaking up the intelligence community. From the perspective of agencies whose survival depends on maintaining political support, Kirk was not just a commentator — he was an institution-builder posing a long-term existential threat.
Beyond organizational threat, Kirk had been increasingly willing to discuss FISA abuse, domestic surveillance overreach, and the weaponization of the DOJ and FBI against political opponents. He was bringing these arguments to millions of young people who had not previously engaged with them.
The Operational Argument
U.S. intelligence agencies have the operational capability to carry out or enable a domestic assassination — and have a documented historical record of doing so. COINTELPRO, Operation CHAOS, and subsequent programs demonstrate that domestic targeting of political figures and movements is not a hypothetical. The post-9/11 expansion of domestic surveillance and the CIA's documented development of drone-based targeted killing programs provide additional capability context.
The FBI's conduct after September 10 is the most direct evidence pointing toward institutional involvement:
- Blocking independent investigators from accessing ballistic and forensic evidence
- Refusing to pursue foreign-intelligence leads despite requests from investigators
- Rapid narrative control — the lone-shooter framing was established within hours
- Phil Lyman and other investigators who formally attempted to access the investigation have reported systematic obstruction
Interesting Claims Investigators Have Raised
- Aviation asset N1098L — An aircraft identified as N1098L was reportedly in the area before and after the shooting. Researchers have linked this tail number to contractors associated with intelligence community operations. The FBI has not publicly addressed questions about this aircraft.
- Security personnel behavior — Multiple investigators have noted that the security posture at the UVU event was inconsistent with standard protective detail protocols for a figure of Kirk's profile and threat level. Some have suggested this reflects either a stand-down order or deliberate degradation of security by someone with access to the planning process.
- Deboosting of citizen investigators on X — Multiple investigators covering the case on X have reported algorithmic suppression of posts covering FBI conduct and intelligence-linked evidence threads — a pattern consistent with coordinated information operations.
- Connecticut FBI field office — Researchers have noted unusual activity connected to the Connecticut FBI field office in relation to the case. The specific nature of this connection is still being investigated.
- "Rogue faction" theory — Some investigators prefer a narrower version of this theory: not that the CIA or FBI as institutions ordered the killing, but that a rogue element within one or more agencies — acting outside formal chains of command — carried it out. This would explain why the post-shooting cover-up appears coordinated but imperfect.
What Would Make This Theory More or Less Likely
More likely if:
- N1098L can be definitively tied to an intelligence contractor with operational history
- The security stand-down at UVU can be traced to a specific decision-maker
- The FBI's evidence-blocking behavior can be shown to originate from above the field level
- The Connecticut FBI connection yields documented unusual activity
Less likely if:
- Tyler Robinson's trial produces unambiguous forensic evidence consistent with the official account
- N1098L's presence is explained by unrelated activity
- An independent review of the FBI investigation shows no evidence of suppression
