According to citizen-investigation notes summarizing X claims, the surgeon who worked on Charlie Kirk left the ER to make a phone call, and FBI agents initially would not let the surgeon back into the ER room — reportedly to clean Charlie up before Erika Kirk's arrival — until agents were told to "stand down." The same notes claim Charlie still had a pulse at that point but was not expected to survive.
This is an unverified, attributed claim. Who the surgeon called, and why, is unknown. A treating physician stepping away to make a call during a chaotic mass-casualty arrival is, on its face, unremarkable; the detail is recorded here only because it became part of the public set of questions about the hospital scene. Investigators (citing Baron Coleman-style search analysis, amplified by accounts such as @MZakkiel, @malteselove67, @TheCKFiles1, and @johnmcvicar16) describe DC-area searches for the specific hospital, the emergency surgeon/doctor, and the medical examiner in the weeks before the shooting.
Because of those DC-origin search claims, some investigators speculate that the unidentified person picked up in the hospital's physician-parking area (see below) might have been a "doctor" with a Washington, DC connection. That is pure speculation built on an unverified search claim layered on an unverified eyewitness account — it is presented here only to explain the page's framing, not as a conclusion. The Physician-Parking Pickup and the Chief-of-Staff Call
A reported eyewitness/contractor account (pushed heavily by @ProjectConstitu, with questions raised by @Geo735329977532, @TheCKFiles1, and others) claims that a second SUV carrying Charlie's Chief of Staff Mikey McCoy drove to the physician-parking area rather than the ER, where an unidentified person got into the passenger seat before the vehicle left.
The official, on-the-record account via Erika Kirk is that Mikey McCoy called her, screaming "He's been shot." That ordinary explanation directly answers the "who did he call" question for at least one of the calls.

The identity and purpose of the picked-up person are unknown and entirely speculative.
