Citizen investigators widely label him the "arm puller" based on courtyard footage showing a brown-shirt, sunglasses-wearing figure near Kirk's camera rig before and after the shot. Cutler was also in the SUV during emergency transport. Because he sits at the intersection of stage footage, SUV interior theories, and unverified Pero wearable-device speculation, he is among the most discussed — and most mis-accused — security figures in the case. Background
Military and Law Enforcement
Cutler served as a U.S. Army military police officer for six years (active duty and reserves) before joining the Irving, Texas Police Department for approximately 29 years, retiring in April 2019 as a tactical sergeant. He spent 22 of those 29 years on the SWAT/tactical team, eventually leading it, and also worked undercover on search warrants and narcotics operations.
Post-Retirement Work
After retiring in 2019, Cutler moved to Guatemala for missionary work. According to his biography on the Kabod International website, he focuses on aftercare for human trafficking victims and community feeding ministry. He has also worked with Operation Underground Railroad (OUR) — the anti-trafficking organization founded by Tim Ballard — conducting undercover operations. UVU Event Role (Per Investigation File)
The master file identifies Cutler as a private security operator in the SUV who reportedly held Brian Harpole's shirt during high-speed transport while Harpole administered first aid. Pre-shot, the file describes him in a brown shirt and sunglasses, associated with a camera setup mechanical issue on the left side before the shooting and with taking down the camera behind Charlie — actions visible in public footage, not allegations of wrongdoing.

What Video Analysts Claim to See
Citizen investigators (e.g. detailed dossiers by @SelinaAnneXX, June 2026, and related frame-by-frame threads) allege, among other things:
- A quick arm / hand motion under a sleeve at the moment of the hit
- A wrist/hand band some interpret as a wearable control device
- That Cutler helped move Kirk to the SUV and was present during transport
- That he had little or no prior public footprint at TPUSA events before 9/10
