Rick Cutler

Rick Cutler is a retired U.S. Army military police officer and Irving, Texas tactical SWAT sergeant who was on Charlie Kirk's private security detail at UVU on September 10, 2025. Citizen investigators widely label him the "arm puller" based on courtyard footage showing a brown-shirt, sunglasses-wearing figure near Kirk's camera rig before and after the shot. Cutler was also in the SUV during emergency transport. Because he sits at the intersection of stage footage, SUV interior theories, and unverified Pero wearable-device speculation, he is among the most discussed — and most mis-accused — security figures in the case. This page documents attributed claims only; it does not assert Cutler committed any crime or had foreknowledge of the assassination.

Background​

Military and Law Enforcement​

Cutler served as a U.S. Army military police officer for six years (active duty and reserves) before joining the Irving, Texas Police Department for approximately 29 years, retiring in April 2019 as a tactical sergeant. He spent 22 of those 29 years on the SWAT/tactical team, eventually leading it, and also worked undercover on search warrants and narcotics operations.

Post-Retirement Work​

After retiring in 2019, Cutler moved to Guatemala for missionary work. According to his biography on the Kabod International website, he focuses on aftercare for human trafficking victims and community feeding ministry. He has also worked with Operation Underground Railroad (OUR) — the anti-trafficking organization founded by Tim Ballard — conducting undercover operations. The investigation file notes Cutler sued Tim Ballard in 2023 after prior collaboration. He has additionally been involved with United Rescue Alliance and disaster relief training.

UVU Event Role (Per Investigation File)​

The master file identifies Cutler as a private security operator in the SUV who reportedly held Brian Harpole's shirt during high-speed transport while Harpole administered first aid. Pre-shot, the file describes him in a brown shirt and sunglasses, associated with a camera setup mechanical issue on the left side before the shooting and with taking down the camera behind Charlie — actions visible in public footage, not allegations of wrongdoing.

Connection to September 10, 2025​

  • Present at the UVU courtyard event where Charlie Kirk was shot at approximately 12:23 PM.
  • Part of the five-person SUV team with Dan Flood, Brian Harpole, Justin Davis, and Frank Turek during transport to Timpanogos Regional Hospital.

  • CK_FILE / courtyard footage: Brown shirt, sunglasses; took down camera behind Charlie; setup mechanical issue on left side before shooting.
  • @DanCampbel44604 (June 2026): Posted an annotated SUV interior seating diagram labeling positions including Cutler. Caption text on the original image made serious accusations against named living people. That accusatory text is an UNVERIFIED social-media claim and is not asserted here as fact.   • Pero wearable smart-mouse speculation: Threads including @RealTruthJustic (June 2026) suggested a Pero Gesture Control Device — a wearable smart mouse triggered by hand gestures — might resemble an object near Cutler's hand in footage. UNVERIFIED; no official finding ties any device to the shooting.
  • SUV lap/head-position theories: Candace Owens June 2026 SUV interior photo threads and shaped-charge debris commentary (pale fragments, charred edges, shattered glass on floor) frame Cutler's seating position in speculative Mic hypotheses. UNVERIFIED; not forensic conclusions.
  • Misidentification cleanup: Research distinguishes Cutler from other mis-tagged figures in early threads (bald man, plaid shirt, etc.) — see Dan Flood commentary.

Investigative Questions​

  • What did Cutler observe from stage and camera position in the seconds before and after the shot?
  • What is his complete account of the SUV transport — Kirk's condition, sounds, and medical efforts by Harpole?
  • Does any official roster or FBI 302 confirm his pre-shot duties on the camera crew versus close-protection role?
  • Are Pero device or shaped-charge SUV debris claims supported by any authenticated forensic release? Currently no.

Public Commentary and Context (Attributed Only)​

Defamation notice: Rick Cutler is a living person. Extreme claims on X that he "shot," "triggered," or "strangled" Charlie Kirk are unverified social-media allegations. No court has charged Cutler in connection with the death of Charlie Kirk. This page records what people are saying and what is reported about his background — not a finding of guilt.

  • Present at UVU on September 10, 2025 as a volunteer / event-specific security support person rather than a long-term core TPUSA detail member, according to multiple citizen write-ups and statements attributed to head of security Brian Harpole (Integrity Security Solutions) on podcast appearances

What Video Analysts Claim to See​

Citizen investigators (e.g. detailed dossiers by @SelinaAnneXX, June 2026, and related frame-by-frame threads) allege, among other things:

  • A quick arm / hand motion under a sleeve at the moment of the hit
  • A wrist/hand band some interpret as a wearable control device
  • That Cutler helped move Kirk to the SUV and was present during transport
  • That he had little or no prior public footprint at TPUSA events before 9/10

These are interpretations of open-source video, not forensic court findings. Official accounts and Harpole-attributed statements describe Cutler as assisting with first aid / stabilization in the vehicle.

Counter-Claims and Official Context​

  • Tyler Robinson remains the only person publicly charged for the killing in the Utah case as of the reporting reflected here.
  • Summaries attributed to Grok and other public explainers emphasize there is no official ballistic finding linking Cutler to the shot.
  • Security-protocol critics (e.g. @KeliRabon frame analyses) raise questions about medical handling by the team generally; those critiques are about process, not proven individual murder.
