Rick Cutler is a retired law enforcement and military veteran who was present at the UVU event on September 10, 2025.
Background
Military Service
Cutler served as a U.S. Army military police officer for six years, including active duty and reserves, prior to his law enforcement career.
Law Enforcement Career
Cutler served with the Irving, Texas Police Department for approximately 29 years, retiring in April 2019 with the rank of tactical sergeant. He was assigned to Special Operations and served on the SWAT/tactical team for 22 of those 29 years, eventually leading the team. He also worked as an undercover officer executing search warrants and narcotics operations.
Post-Retirement Humanitarian Work
After retiring in 2019, Cutler moved to Guatemala. According to his biography on the Kabod International website, he works as a missionary focused on aftercare for human trafficking victims and a community feeding ministry. He has also worked with Operation Underground Railroad (OUR), the anti-trafficking organization founded by Tim Ballard, conducting undercover operations to intercept trafficking networks. He was additionally involved with United Rescue Alliance and disaster relief training (including in the Bahamas after Hurricane Dorian).
Presence at UVU Event
Cutler was present at the UVU event where Charlie Kirk was killed on September 10, 2025. According to official reports, he assisted in transporting Kirk to the hospital.
