The listed owner name is REGISTRATION PENDING, with the address 101 Highpointe Ct Ste C, Brandon, Mississippi. An application was submitted on July 31, 2025, by applicant ALPHA WHISKEY 2 LLC." The specification block gives Fixed Wing Multi-Engine, PIPER PA-31-350, serial 31-7552027, year manufactured 1974, airworthiness date December 24, 1974, Lycoming TIO-540 engines, Mode S code A7C14D.
Two things in that record matter. The status field reads In Question, which is the FAA's own wording for a registration that may not be suitable for operation until it is resolved. And the ownership transfer was still pending: an application filed July 31, 2025, six weeks before the shooting, with the registry showing no completed owner of record.
A registration in transition is common and not by itself improper -- ownership changes routinely leave a period where FAA records show a pending application. But it does mean the public record does not name who was operating the aircraft on the day, and the client for the survey flights over the Utah Valley has never been identified.
