This is the documentary basis for John Cullen's claim that the aircraft "isn't supposed to be airborne, at all" because its registration is "In Question." The record confirms the status and the pending-transfer application dated six weeks before the shooting.
A registration in transition is common and not by itself improper -- ownership changes routinely leave a period where FAA records show a pending application. But an aircraft flying survey patterns over a campus while its registration is unresolved is a legitimate question, and the client for the flight has never been identified.
