The video this comes from walks the claimed route from the campus out through the neighbourhood, stopping at each point of interest and pointing to it. The arrow here marks one such point on the shoulder.

That kind of reconstruction is being done by citizens because the official version has not been published in a form that can be checked: according to a post by @MuppetMasher, the official statement places the suspect's car in a campus lot at 8:29 AM without stating when it left, and no cell-site reconstruction of the walk has been released.
