The implied claim is that the circled speck is a projectile caught in flight. That is not something this frame can establish. At this compression level a single bright pixel cluster is produced by dust, a reflection, a codec artifact, an insect, or a piece of debris just as readily as by anything else, and a round travelling at rifle velocity would not be resolvable as a stationary speck in a consumer video frame at all.

It is kept in the cluster as part of the record of what circulated, and because the frame-by-frame reviews of the courtyard video are themselves a documented part of the investigation, whatever any individual frame proves.
