This frame is not from the Utah Valley University courtyard. The visual reading of the scene places it at a different outdoor political rally, and it was circulated as a comparison rather than as proof of the Kirk shooting — the point being made is about how a protective detail behaves in the first seconds after shots are fired.
That comparison is the reason it is filed here. A recurring argument in this investigation is that the response at UVU did not look like a trained protective response: researchers have asked why no counter-sniper coverage was in place, why the rooftop line of sight was open, and how the crowd was managed afterwards.
