1954 ARTICHOKE Memo — The Conclusion Page

This is page 2 of 3 of the same declassified ARTICHOKE document, and it contains the part that is most often left out when the first page circulates.
Under the heading "CONCLUSIONS," the text reads: "In answer to the hypothetical question, can an individual of [redacted] descent be made to perform an act of attempted assassination, involuntarily, under ARTICHOKE, according to the above conditions, the answer in this case is probably 'No' because of the limitations imposed operationally as follows: (1) The SUBJECT would be an involuntary and unwitting SUBJECT... (3) Access to the SUBJECT is strictly limited to a social engagement among a mixed group of both cleared and uncleared personnel."
It then adds a qualification that cuts the other way: "The final answer was that in view of the fact that successful completion of this proposed act of attempted assassination was insignificant to the overall project, to wit, whether it was even carried out or not, that under 'crash conditions' and approval authority from Headquarters, the ARTICHOKE Team would undertake the problem in spite of the operational limitations."
Both halves belong in any honest citation. The assessed answer was probably no. The team was nonetheless willing to attempt it if ordered. Neither statement says anything about whether such a thing was ever done, and neither has any bearing on events of September 10, 2025.
