The table runs from 2025-01-09 through 2025-03-26. The Senate entries cluster through January and February — readings, committee referrals, floor votes — then the bill moves to the House on 2025-02-19, passes third reading in the House on 2025-02-26, returns to the Senate, is signed by the Speaker and the President, goes to enrolling, and on 2025-03-26 the final line reads "Governor Signed in Lieutenant Governor's office for filing."

The full history is here because a completed, unremarkable legislative record is itself the answer to a question. The bill moved on an ordinary schedule through an ordinary process, bipartisan, over ten weeks, months before anyone could have known what would happen at Utah Valley University.
