The open transcript is the method. Researchers pull the machine transcript of a broadcast so that a spoken claim can be quoted exactly, timestamped, and compared against the paper record. Officials in this case made several public statements about when the suspect was taken into custody and how the surrender happened, and those statements are what the filings in this cluster are measured against.

That is also the argument on filing page 70 filed nearby: that what officials said afterward does not match what the recorded encounter shows. Documenting the exact words is the first step in testing that claim, and it cuts both ways — a transcript can confirm an official statement as easily as contradict it.
