The quoted report states that an unprecedented campaign by FBI leaders to force senior bureau officials out of their jobs has disproportionately hit women and people of color, according to public records and an unofficial tally by current and former FBI officials. It continues that FBI leaders forced the resignation of a decorated Pakistani American counterterrorism agent appointed in February to run the Salt Lake City field office, naming her as special agent in charge Mehtab Syed, and reports that she was pushed out six months after her appointment for reasons that were not clear, with Associate Deputy Director J. William Rivers telling her she was not a good fit for the office covering Utah, Idaho, and Montana and offering her a lower-level job.

The Salt Lake City field office is the office with jurisdiction over the Kirk investigation, which is why a personnel report that would otherwise be a bureau-politics story sits in this cluster. Researchers have asked whether replacing the head of the responsible field office during the investigation affected continuity; the report itself gives no reason connected to the case, and none has been established.
