The callout is the whole point of the graphic. Independent researchers have spent months enlarging rooflines in publicly posted courtyard footage looking for figures, equipment, or objects that the official account does not place there, and this image is one product of that effort. What the enlarged pixels actually represent is not established — at that distance and resolution a white blur can be a person, a vent, a piece of equipment, or a compression artifact, and no official release has identified it.

It is filed with the FBI material because roofline questions are exactly the questions that turn on footage the public has not been given. The bureau and the university have kept the high-resolution campus video out of public hands, so the only images available for this kind of analysis are the low-resolution ones.
