The blue trend line sits flat on the zero baseline for almost the whole year and then rises in one sharp triangular spike to the maximum index of 100 around mid-February 2025, before dropping straight back to zero.
The name comes from the disputed crew list for N1098L, the Bombardier Global 6500 that made two low passes near the Utah Valley University campus on September 10, 2025. One of the two competing lists in circulation names CTP (Ret.) Michael R. Harlan as pilot in command. Crew names for private intelligence, surveillance, and reconnaissance flights are not published by the FAA, the operator, or any flight-tracking service, so neither list has been confirmed.
This capture is the exact-phrase counterpart to the five broader captures of the same name in the sibling N1098L NCSS CIA cluster, and it does not agree with them: those place the D.C. spikes in December 2024 and August 2025, while this one lands in February 2025. Different windows and different query forms produce different maxima, which is exactly why a single Trends screenshot proves very little on its own.
