Zinn Held at the Plaza — Onlookers Behind

The crowd behind him is the detail worth noticing. People are standing and watching rather than fleeing, which places this frame slightly after the initial scramble captured in the ducking photographs — the point at which attention had shifted from the shot to the man being detained.
That shift is exactly what the distraction question is about. According to police, George Zinn later said he claimed responsibility in order to draw attention away from the real shooter. Whether he acted alone in that, and why, is unresolved; Candace Owens reported an unverified claim that he told hospital staff he was paid to be a decoy.
