This is the companion to the Egypt schedule screenshot filed beside it, and it exists for the same reason — the France thread that entered the investigation through claims Candace Owens attributed to a French source. A researcher looked for France in Utah's public calendars and marked what was there.
What was there is a scheduled courtesy meeting with a consular officer, published on a public website, surrounded by routine state budget business. That is what consuls general and governors do.
