This low-resolution, vertically-oriented outdoor photograph captures a man being arrested by a law enforcement officer on a city street. The arrested individual is positioned with his hands secured behind his back, standing adjacent to a dark-colored police cruiser with active blue and red emergency lights. A police officer is partially visible on the left side of the frame, holding the man's arm.

This is one of the bystander frames of the Provo detention made within about an hour of the shooting at Utah Valley University on September 10, 2025. The man has never been publicly identified, no charge in connection with the shooting has been published, and nothing in the public record connects him to it. Being detained and photographed does not indicate any offence, and nothing on this page alleges conduct by him — the open question here is a records question for the agencies, not an accusation against the person in the frame.
