The chyron is the value here. It reads FOX 13, UVU ARREST, and then: "Video shows man being arrested on UVU campus today after entering shooting scene and fleeing police." That is a mainstream local newsroom stating, on air, that an arrest occurred on the Utah Valley University campus in connection with someone entering the shooting scene.
That single line is why this frame is filed here. A GRAMA public-records response reportedly told requesters that nobody was arrested.
