This is the moment of contact, before the cuffing frames and the cruiser frames in the parent cluster. The number of officers around one man on a sidewalk is what stands out.
That number is the substance of the argument. Whatever the man was carrying, the response drew several officers to a downtown Provo sidewalk during the hour after a political assassination five miles away, while the shooter's location was unknown. Researchers call that a distraction; the plainer statement is that it was a diversion of resources whose outcome was never published.
