The bicycle is the detail. Accounts of the man detained in Provo describe him as biking around the area rather than fleeing on foot or in a vehicle, and this frame is the visual support for that description. The same bicycle appears on its kickstand in a frame filed in the Lower Pri sub-cluster.

It matters because a bicycle sets a range. A man on a bicycle in downtown Provo could not have been on the Utah Valley University campus minutes earlier, which is part of why researchers treat this detention as a parallel event rather than a pursuit of the shooter — and part of why the hour it consumed is described as a distraction.
