The green circle is the claim: that the man in the crowd is the named EMT. Everything else in the graphic is supporting material for that assertion.
The underlying account in the investigation file is that EMS crew members, reportedly including Connor Dority and a partner, were on scene in full gear with a trauma kit and asked to be let through to render aid. That account describes someone trying to help, and no wrongdoing is alleged against him — he has not been charged with or accused of anything by any authority.
