The narrow right panel is a vertical indoor portrait of a female U.S. Army soldier standing in a hallway with a sombre expression.
The pairing is the claim. Setting a crowd photograph beside a service portrait is the standard format of the identification graphics that run through this whole cluster: the maker is asserting that a person in the left frame is the person in the right frame.
Nothing in the image supports that assertion beyond the juxtaposition itself, and the soldier is not named on the graphic. Being photographed in a fleeing crowd, or serving in the Army, is not evidence of anything. Read this as an unverified comparison.
