Two details are worth stating precisely because they cut against the way images like this usually get captioned. The badge is visible and displayed. The trigger discipline is correct — finger off the trigger, indexed along the frame — which is standard trained practice, not something to be read as menace.
The frame documents an armed plainclothes responder during the aftermath. It does not identify him, name his agency, or establish anything about his conduct, and no allegation is made here. Who was armed and in plain clothes on that plaza, and under whose authority, is a genuine open question in this investigation.
