That caption is a self-statement of proximity, posted by the account holder. It places him at the barricade before the shooting and indicates he expected to speak with Charlie Kirk, which is what makes him a close-range witness worth locating.

Researchers have set this frame beside the Fort Huachuca community photograph filed with it and asked whether the same face appears in both, and separately whether the man in this frame is the person publicly identified as Cooper Brown or the person identified as Jeb Jacobi. Both questions are open and contested.
