The star badge is the identifying feature. Star-shaped shields are typically associated with sheriff's offices rather than municipal or campus police, which use different badge shapes — a detail worth checking against the agencies known to have been present.

He is the same black-polo figure standing beside the restraint in the neighbouring frame. Nothing here names him, and nothing establishes that he did anything improper.
