Behind them stands a man with dark hair in black sunglasses and a black button-up shirt, looking on with concern, with red fluid resembling blood visible on his right hand.
Somebody has added yellow text labels, a red arrow and a cartoon watermark to the frame, which means it was circulated as an investigative post rather than as a plain photograph.
Those annotations are the poster's reading of the scene and this site does not adopt them. Blood on a bystander's hand in the immediate aftermath of a shooting is consistent with helping, and nothing here identifies anyone or indicates that any person visible did anything wrong.
