The labels are explicit. One reads "Losee Roof / Alleged shooting location." The other reads "PERSON WEARING BLACK AT THE ROOF ACCESS BEFORE THE SHOOTING 11:35 PM LOCAL TIME." The stated time is plainly a typographical error for a.m. — the event took place around midday — and that kind of slip is worth flagging, because a graphic that is careless about the meridiem may be careless elsewhere.
Taken at face value, the annotation claims someone in dark clothing was at the roof access roughly forty-five minutes before Charlie Kirk was shot. The word "alleged" is the maker's own, applied to the shooting location itself. Neither the person nor the source of the sighting is identified on the graphic, and no image of the person appears on it — this is a map of a claim rather than the evidence for it.
