The post claims that in a video a figure can be seen "hiding behind a plant on a balcony," and goes on to describe that figure's clothing, gloves, a weapon and even skin tone, while hedging that "it might be the lighting or lack of." The attached image is far too degraded to show any of it — the shapes cannot be resolved into a person, let alone into clothing or an object.

This page reproduces the existence of the claim, not the claim itself. The description of an individual's appearance is the poster's speculation about a few unresolvable pixels, no person is named, and nothing here identifies anyone or supports any inference about who was on any balcony. The post is filed in the Questionable area precisely because the confidence of its wording is not matched by anything in the picture.
