What This Image Shows

The maker's construction is a two-step identification: mark someone in the low-quality event footage, then present a sharper image of what is claimed to be the same person. No name is attached and no assertion is written out, so the claim is left entirely to inference.
Nothing in this image supports any allegation against the person shown. Filming at a public political event is unremarkable and dozens of people in the same frames are doing it. The site does not identify him and makes no suggestion that he was involved in or aware of anything.
