The body announces that "Effective immediately, Justin Streiff is taking on a new, elevated role with Turning Point USA as its Chief Operating Officer," notes that Streiff joined in 2020 and led the fundraising division, and lists the divisions he will oversee: "Development, Events, Finance, TPUSA Faith, Media/Marketing Productions, Asset Management, Distribution, Turning Point Education, BLEXIT, HR, and Legal," coordinating with Andrew Sypher on the National Field Program. Then the line researchers focus on: "In this role, I have empowered Justin, among other priorities, to engage in an organizational-wide 'DOGE' effort," aimed at the organisation "1) becoming more efficient, 2) becoming more cost-effective, 3) unifying organizational success around company-wide metrics and goals, and 4) reshaping company culture." It closes "Now, let's get back to work and save America!" over Charlie Kirk's signature.

This is the single most significant document in the TPUSA cluster, and it is significant because it is primary: an internal memorandum in the founder's own name, dated eight days before he was killed, announcing an internal financial and operational review. Commentators have connected that timing to the nonprofit-finance chart filed under Grift. Making that connection is an inference and nothing more — an efficiency review is an ordinary act of management, and no finding of wrongdoing by anyone exists.
