Every frame in this section has to be read against that layout, because it explains most of the movement that looks unusual in isolation - people were meant to be approaching the table one at a time.
The standing man in the blue shirt is the figure this sub-cluster tracks. His position here is inside the working area, in front of the barricade, which is consistent with staff or security rather than a queuing attendee.
