This is the clearest public frame of a person actually crossing the barrier line, which is the physical act that named the table jumpers question. What it does not show is who, or why, or what they did next. A person going over a barrier toward someone who has just been shot is as consistent with rushing to help as with anything else, and the site draws no inference.
