A hand-drawn red circle marks a middle-aged man in a dark polo shirt and khaki trousers walking briskly at the right of the frame. There is no on-screen text. The contrast the annotator is pointing at is between running and walking - most of the frame is in flight, and the circled man is not.
That is a thin basis for any inference. Trained protective and medical personnel are taught not to run in a crowd, people react to emergencies at different speeds, and a still frame cannot show what someone was doing a second earlier.
