There is no on-screen text in this frame. The red substance is consistent in appearance with blood, and the plain reading is that this is somebody who has just had his hands on a gunshot casualty - which is to say, somebody who was rendering aid or helping to move him.

The site states that directly because images like this one circulate online with far darker captions attached, and blood on the hands of a responder proves nothing except proximity and involvement in the response.
