There is no on-screen text. Crops like this are made so that a distinctive appearance - here the bun and the black collared shirt - can be matched across other frames from other cameras, which is how a person is tracked through a scene when nobody knows their name.
No name is attached to this figure on the site, and none is asserted here. The frames in which he appears show him near the vehicle, on the walkway and, in one frame, with a hand marked with what appears to be blood, all of which is consistent with somebody who helped during the emergency.
