There is no on-screen text. The image duplicates one filed in the Other sub-cluster under a Consolidated Training Group employee filename, which is why both sets carry it - the same photograph reached the investigation through two different routes with two different labels attached, and neither label has been confirmed.

A private citizen photographed with lawfully held firearms in an open field is an ordinary thing, and the site records it as background material gathered during an identification attempt, not as evidence of anything. No claim is made that the person shown was armed at UVU, was involved in the shooting, or knew anything about it.
