Circled Pair Talking as a Detention Unfolds Behind

There is no on-screen text. The circle is the publisher's annotation, drawn to direct attention to a conversation rather than to the detention behind it. The detention in the background is almost certainly the sequence involving the man who shouted from the crowd immediately after the shot, which the site covers separately, and which ended with that person being released without charge for the shooting.
This frame is a good illustration of how open-source analysis works and where it goes wrong: two people talking in a public plaza during an emergency is not a finding, and a circle drawn around them does not make it one.
