What the frame establishes is the vehicle staging pattern in the covered passage: several dark SUVs parked nose to tail, close crowd access on the open side, and no meaningful separation between the public and the rear of the vehicles. The man in the white shirt is not identified here, and nothing in the frame establishes who he was or what he was doing.
That access pattern is the substance of the argument. If the ground behind the stage was open enough for a crowd to press against the vehicles, then the question of who had legitimate business there, and who controlled the hatches, is answerable and has not been publicly answered.
