Same Man Between Sheriff Deputies on the Road

The setting is not the courtyard. Tactical helmets, a road, and a line of marked vehicles with lights running indicate a police operation somewhere else, which places this frame at a different time and location from the event photographs.
Stating that plainly matters, because a frame that looks dramatic is easily read as showing more than it does. What it shows is a man in tour merchandise standing among deputies during a police deployment.
