What this frame documents is the geometry of the venue. The elevated walkway the video is shot from overlooks the courtyard, and the same structure gives sightlines to the surrounding rooflines — including the Losee Center roof the charging documents identify as the firing position, roughly 430 feet away. The practical question that follows is how many of the people on this ramp had that roof in view, and what any of them saw.
