What This Image Shows

A screenshot of a thread on X between the accounts @BasedSamParker and @CamelotJack1963. The posts describe a GRAMA public records request made to Utah Valley University for campus security camera footage, and report that it was denied. The composite includes an embedded photograph of a campus security camera and excerpts of the official response explaining the grounds for the refusal.

This is one of the most consequential documents in the venue set, and it is a document rather than a scene. Fixed cameras cover the courtyard and the covered passage - the dome camera under the deck is photographed elsewhere in this cluster - so footage of the relevant area on September 10, 2025 should exist. The public request for it was refused.

Whether the refusal was lawful is a separate question from whether it is in the public interest; Utah's records statute contains exemptions and the university has cited them. What is not in dispute is that the footage has not been released and that the university has acknowledged holding additional records. That is precisely the category the proposed disclosure laws are written to reach. See Cameras and Pre-Shooting Warnings.
