Ceiling Marks in the Tunnel

The circles are the claim: the annotator is asserting that marks or damage are visible on the underside of the deck above the vehicle area. At this resolution, on a compressed social video frame, that cannot be verified from the image, and nothing here establishes what the marked areas are.

It is kept because of what happened next. Workers were photographed on scaffolding carrying out overhead repair on that same underside, which means whatever condition the ceiling was in on September 10, 2025 is no longer inspectable. That sequence - marks alleged, surface repaired, no independent examination recorded - is the shape of the argument, and it is a records question rather than a proven one.
