Read alongside the other paving frames in this cluster, this one gives the crew size and the equipment on site. That detail bears directly on the accounts logged in the investigation file, in which contractor Daniel Merrell described arriving to find what he called two men in charge and a ragtag crew, one of them responsible for a state-owned facility in American Fork and the other a groundskeeper at a Provo facility.
Merrell has said publicly that the deadline came from above his pay grade and that he was told the work had to be finished by Monday. Nobody has accused him of wrongdoing, and researchers who cite his account are explicit that he appears to have been doing what he was asked.
