Three-Frame Badge Removal Sequence

The sequence is what makes this frame worth more than a single still: it shows an object present, then handled, then off, in three steps rather than asserting the change. Whether the object is a law enforcement badge is the posters' reading, made at low resolution. The man has not been publicly identified, no agency has claimed him, and wearing or removing an item of clothing or insignia is not wrongdoing.
