Whistleblower reporting routed through Candace Owens links the flight to a 12-lieutenant-colonel meeting at Fort Huachuca on September 9, with one attendee said to be a "Captain Neff" — a name that overlaps with Charlie Kirk's longtime producer Blake Neff (a former US Marine Corps War College wargames specialist).

  • September 9, 2025, 12:31 PM: Reappears flying Fort Huachuca → El Paso, then El Paso → Andrews.
  • The call sign reportedly changed from RCH to SAM as the aircraft entered Fort Huachuca on September 8.

This was reported as the only time the tipster had observed this aircraft at Fort Huachuca.

Connection to the September 9 lieutenant-colonel meeting​

Candace Owens has reported that a military whistleblower (referred to as "Harry Myers") walked into a high-clearance meeting at Fort Huachuca on September 9 attended by approximately 12 lieutenant colonels — Pentagon-level brass — described by the source as a "final op planning session — isolated, high-clearance, no walk-ins allowed." The seven-hour interrogation that followed was reportedly led by a "Captain Neff." The combination of the SAM-class aircraft, the call-sign change, and the meeting timing has been flagged for federal investigation.
