The Next Event Had No Security Plan

One claim circulating after the assassination concerns the stop after UVU — not the Orem campus itself.

The claim

Social posts allege Dan Flood's team had no security plan prepared for Charlie Kirk's next scheduled appearance:

VenueTherese Bible College
DateSeptember 11, 2025 — day after the assassination
Responsible party namedDan Flood / TPUSA security leadership

This is attributed to anonymous online posts, not confirmed by TPUSA releases, contracts, or law-enforcement records cited in the file.

The same commentary ecosystem ties the "no plan" claim to an anonymous post about Flood allegedly running security for Dallas billionaires at the Cattle Barons Ball — framing both as signs of a thin, divided-attention protective operation.

We document that framing as commentary. It does not establish that Flood or any colleague knew Kirk would not reach September 11.

Why critics raise it

Commentators who push the claim use it to argue:

  • The protective operation was under-prepared across consecutive tour dates.
  • A missing plan for the very next day fits a broader "lighter than usual" pattern on Integrity Security Solutions.

Even if the plan were truly absent, that would speak to preparedness, not intent — and the underlying claim remains unverified.

How to weigh it

Treat this as an uncorroborated allegation until TPUSA schedules, vendor invoices, or sworn testimony surface. The page exists so readers can see what has been claimed — with explicit limits.

Who Said What (Attributed)

Citizen-investigator discussion of Flood’s dual focus usually clusters three claims together. None of the following is a court finding:

  1. Next-day plan gap — Anonymous posts allege Flood’s team had no written security plan for Therese Bible College on September 11, 2025.
  2. Cattle Barons Ball moonlighting — A purported childhood-friend anecdote (circulated in the master investigation file’s Cattle Barons section) says Flood was seen running security for Dallas billionaires at the Cattle Barons Ball, used to argue divided attention.
  3. Night-before fear messages — Separate commentary (including claims amplified by Candace Owens) alleges Kirk messaged Dan Flood and others the night of September 9 about being killed / “executed.” That message thread is documented as attributed Candace/file material on the “They Are Going to Kill Me” text page — it does not prove Flood withheld a Sept 11 plan.

Linking (1)+(2)+(3) into a single “he knew” narrative is a commentator inference, not established fact. This site does not adopt any claim that Flood or TPUSA leadership knew Kirk would die on September 10.

Timeline Claims (As Reported)

DateClaim in circulationStatus
Pre-Sept 10Flood allegedly moonlighting at elite Dallas events (Cattle Barons)Anecdotal / anonymous source chain
Sept 9Kirk fear texts to security / donors (incl. Flood per some accounts)Attributed via Candace and related commentary
Sept 10UVU assassination; Flood among SUV response team per Harpole accountsWidely reported post-event roles; not a finding of guilt
Sept 11“No plan” for Therese Bible CollegeUnverified social claim; event cancelled/overtaken by assassination

Open Questions

  • Can TPUSA produce a schedule packet or vendor SOW for Therese Bible College dated before Sept 10?
  • Is “no plan” a missing document, a cancelled stop, or a rumor that grew after the fact?
  • How do advance-work norms for multi-stop campus tours usually allocate prep days — and did UVU consume resources meant for Sept 11?
  • What, if anything, will discovery in related civil/criminal matters force into the open about Flood’s dual assignments?

Until primary documents appear, the responsible reading is: preparedness questions are fair; foreknowledge or intentional abandonment is not established.
